Succes for the Secret Services

de Ion Cristoiu    |    02 Aug 2006   •   00:00

The control commission of the External Information Service (SIE) interviewed vacationer Gheorghe Fulga. According to the foggy statement of the SDP (Social Democratic Party) member kept as the chief of SIE by Traian Basescu for more than one year and a half, the commission understood that the resignations of the three heads of the secret services that took place on the 20th of July 2006 haven’t been caused by the disappearance of Omar Hayssam. They couldn’t have said they were guilty for not monitoring him. Because the Syrian has been monitored by the Secret Services. There have been a lot of talks regarding the fact that the authorities had found out about the disappearance of the Syrian six days after the actual disappearance. Did the authorities find out about the disappearance on Tuesday, the 26th of July? We seriously doubt that. We have reasons to say that.

On Thursday, the 20th of July 2006, the chiefs of the Secret Services resigned after a meeting with Traian Basescu in Cotroceni. Why did they do it? The press said they had been asked about the situation of Omar Hayssam and they didn’t know what to answer. On Thursday, the 20th of July 2006, only 24 hours had passed from the start of the operation for the search of Omar Hayssam. Let’s admit that the Secret Services hadn’t monitored Omar Hayssam. It is not enough to cause such an important thing as the resignation of the three heads. By admitting they had not monitored him, they could have asked the President for a period of time to find Omar.

The heads of the Secret Services did not do that. The President didn’t think Omar Hayssam was to be found anywhere, or that he could have a spectacular show up. He accepted the resignations of the three. Even if the only reason for their resignations was admitting the lack of monitoring, didn’t the President think about the situation caused by a possible show up of Omar?

These are rhetorical questions.

Because on Thursday, at less than 24 hours after the disappearance, at Cotroceni, there appears a situation that couldn’t have appeared if Omar hadn’t left the country.

During the following days, all the people involved and their leaders behaved as if they were 100% sure that Omar had left the country. If they had any doubt, at least one of them would have said something about the possible appearance of Omar.

They all behaved as if they knew that after a few days, on the 25th of July 2006, the General Prosecutors’ Office would officially announce Omar’s runaway from the country. There is a simple reason for that. Omar’s runaway was a certain fact on the 20th of July 2006. A certain fact that resulted from the monitoring made by the Secret Services.

The behaviour of Gheorghe Fulga in front of the SIE Commission came to certify once again the fact that the resignations of the three heads were part of the diversion that was to explain Omar’s disappearance by a mixture of stupidity and corruption.

Omar Hayssam wasn’t a simple defendant. He was accused of terrorism. He was the defendant the most present in the media in Romania during the past few months. Traian Basescu was supposed to have his eyes on him 24/7.

We have no doubt that great Romanian criminals can get out of prison and out of the country by bribing the right people, by exploiting to the maximum the malfunctions of the system.

This is not the case of Omar Hayssam. All the people, starting with the doctor that released the medical document and ending with the prosecutor that demanded the revocation of the arrest warrant, knew that a malfunction caused by Omar would lead to serious investigations, followed by certain severe punishments.

In the same time, any policemen at the country border would have thought that an accepted bribe would have certainly meant prison. Clerks can be bought easily in Romania. The reason is quite simple: they know they can get away from the punishments by turning themselves in. However, when it comes to cases like the one of Omar, they know for sure that the media scandal as well as the pressure of the public opinion would lead to a severe punishments for them. This is why they don’t take the bait. There are a lot of institutions in Romania that don’t function as they should. The great criminals usually speculate this situation to get rid of their convictions. However, it is hard to believe that, even in the case of Romania, such a logical chain of malfunctions could take place. The Cotroceni representatives say the disappearance of Hayssam represents failure. On the contrary, this is success for the Secret Services. This proves they know how to setup an operation. And they still prove that, by maintaining the image of lack of professionalism.
