Yesterday, the Galati SDP (Social Democratic Party) Deputy, Dan Nica, announced that 67 people from Cosmesti, where the waters destroyed more than 500 houses, have filed in legal complaints at the Galati Appeal Court.
The complaints regard the research of the General Director of the Romanian Waters, Aurel Pana, and of the Minister of Environment, Sulfinas Barbu, and it accuses them of deciding to flow over the waters of the Siret River in the Galati district.
EXAMPLES. These complaints will be emphasized by the one of the SDP, which they will submit at the General Prosecutorâs Office, because "the warning system for the floods didnât work in Galati, and the Cosmesti village is such an example, the people in here had been taken by surprise by three meters deep waters", as Nica stated. He accused Pana and Sulfina Barbu of incompetence because they didnât take the adequate measures in spite of all the warnings regarding the increase of the riverâs debit. They should have flown over the water from the Calimanesti barrier lake systematically, starting with the moment in which the flooding warning had been received.
ACCUSATIONS. Nica accused them of releasing a flood with a debit of 5,000 cubical meters per second from the Calimanesti barrage, which is actually as much as the Danubeâs annual debit. The SDP Deputy showed that the two institutions could have evacuated some of the water in the barrier lake at Calimanesti in direct ratio to the flood on the Siret River, and, this way, they would have avoided the destroying of the 11 localities on the left side of the river. Nica also emphasized that the status of some of the flooded villages, like Liesti, Tudor Vladimirescu or Ivesti, is dramatic, and the pestholes can appear at any time.
