Legal, Immoral and Delirious

28 Aug 2004   •   00:00

By VICTOR CIUTACU - August 28th 2004

The contract between the Internal Affairs Ministry and the EADS corporation, concerning the security of the frontiers, is legal. This is what the representatives of the Government say whenever they can. Of course it’s legal, since the direct commitment is a legal purchasing way that is held in the legislative by all the governments, especially because it’s the most covering method for the tricks. What’s worse is the fact that, until now, despite the guiltiness shown by the governmental officials at each public appearance, no one had anything with the legality of the contract but with the morality of it. One can see the same degree of legality and morality in the contract concerning the construction of the Brasov - Bors highway with the American company Bechtel, the only differences between the two contracts are the sums.

Some of the facts are embarrassing. First, the traditional way of the deals made for this kind of business, present in all the political regimes. Usually, the contract signings are made when our governors visit their counterparts in the customer countries (and see the visits as some immense successes of the diplomacy), or when they directly come here (and the political news emphasize our importance in the planetary geopolitics). Second, the on both sides tone of the "warfare sides" in the war for the public money of the countries that keep waiting for help from the great ones. When the enemies win, they talk about the lack of transparency, of morality, and some other blunt and fancy expressions. When they get the contract, they look in the other way until the deals blow up in the media, and after that, they calmly ask for the legal behavior, simply forgetting that they were groaning when standing aside watching the goods sharing. Third, the lack of determination of all the after-the-revolution governments continues to strike, especially because there is no one to go out in front and say to the people: "folks, for NATO, EU and stuff like that, we need lobby and support, that we cannot obtain unless we buy from everyone some great deals paid with the public money. It costs us, but it’s worth it". Forth (not necessarily the last), the political leaders’ naturalness of still thinking of the Romanian people like a fools’ people, shocks. Do the inhabitants of the Victoria Palace still think that there is anyone to believe the explanation with the great secret of the frontiers’ security? However, what is there, are there UFOs guarded by green and aware people to be substitutes for the frontier-guards?

Moreover, if absurdly we believe that, let’s absurdly suppose that the negotiation (economical step to be made before the signing of the contract) with EADS failed, due to a misunderstanding regarding the price, and the deal wouldn’t have gone through. Due to the precedent disclosure of the big secret to the partners, there were three possibilities left: the frontiers were changed, the EADS negotiators were shot or some Romanian officials were trialed for being high traitors. Isn’t it delirious?
